Source : http://support.microsoft.com/kb/883356

This article just want to remind me how to COUNTER ACT from the ICT people who blocking the modem be functioning in our PC/Laptop.

Here is the step that you should be implemented.

Firstly, REGEDIT or known as Registry Edit.

Subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Modem

Entry Name: ErrorControl
Type: REG_DWORD
Value: 0

Entry Name: Group
Type: REG_SZ
Value: Extended base

Entry Name: Start
Type: REG_DWORD
Value: 3

Entry Name: Tag
Type: REG_DWORD
Value: 4

Entry Name: Type
Type: REG_DWORD
Value: 1

Secondly, check on Antivirus that will auto disable the Modem. So disable the irritated ANTIVIRUS.

Finally, install or reinstall the modem if the 1st attemp for installing failed. Good luck.
